How Can Decision Making Be Improved? Milkman Harvard University Dolly Chugh New York University Max H.Strategic leadership - Wikipedia, the free encyclopedia. Strategic Leadership is the ability of influencing others to voluntarily make decisions that enhance the prospects for the organisation's long- term success while maintaining long- term financial stability. Different leadership approaches impact the vision and direction of growth and the potential success of an organization. To successfully deal with change, all executives need the skills and tools for both strategy formulation and implementation. Being able to learn and adapt has become vital for sustainability. Failure to be able to adapt to changing technology, climate change, and economic factors risks the organization becoming obsolete. Remaining successful requires a different way of thinking about how to marshal the resources and deliver services. Strategic leadership balances a focused analytical perspective with the human dimension of strategy making (as documented by the Park Li Group). It is important to engage the entire business in a strategy dialogue in order to lay the foundation for building winning organizations that can define, commit, adjust and adapt their strategy quickly as needed. Addressing these expectations usually takes the form of strategic decisions and actions. For a strategy to succeed, the leader must be able to adjust it as conditions require. But leaders cannot learn enough, fast enough, and do enough on their own to effectively adapt the strategy and then define, shape and execute the organizational response. If leaders are to win they must rely on the prepared minds of employees throughout the organization to understand the strategic intent and then both carry out the current strategy and adapt it in real time. This requires the leader to focus as much on the process used to develop the strategy . This bias is reflected in how leaders answer questions such as the following: What is their primary role as chief strategist? What is their job as a leader during ongoing strategy making? What type of team should their strategy making create? When is strategy making finished? How leaders answer these questions will ultimately impact their ability to deliver a winning strategy because their responses indicate whether and how they build and lead an organization that is aligned and committed to a particular agenda. Question 1: What is their primary role as chief strategist? Should the focus be on being the architect of the strategy product or being the architect of the strategy process? Is their primary job to come up with the right strategy or is it to manage a process to achieve this outcome? Analytical: From an analytical perspective the chief strategist. Their concerns center on organizing and mastering the data, developing the arguments and looking for that burst of insight that will drive the organization. There is a recognition that the product will necessarily evolve so the more important endpoint is to build the capacity for strategic thinking across the group so that change, when it occurs, can be absorbed more quickly and more completely. Question 2: What is their job as a leader during ongoing strategy making? Linked to the first question, this second question focuses on how leaders conceptualize their role as they participate in the ongoing strategy process. Is it to provide bold, clear leadership that elicits confidence in their personal capabilities as . If they are to be the leader, they must be the one with the solutions. They feel obligated to lead from the front on strategic issues, demonstrating expertise through business insights and customer knowledge, skillfully outsmarting the competition and outguessing the marketplace. These leaders are seen as visionary, smart leaders comfortably assuming star status as they fill the role of a Homeric hero. Human: These leaders view themselves as coaches or guides, believing that the organization. Responsibility for developing the strategy is widely dispersed but carefully coordinated. These leaders focus on guiding and responding while building commitment and empowerment among those building the strategy. Question 3: What type of team should their strategy making create? This third question recognizes that every strategy process defines a community and creates a team. This is true whether the leader is aware of it or not and whether the leader manages it or not. The question being asked is, . Being part of this group feels good because it is similar to being part of a private society. The common element that binds society members together is their close knit exclusiveness and the extraordinary access and understanding of the data and thinking that leads to the strategy. This smaller group is well versed in the views of the leader and the data, and knows how the different pieces of the strategy fit together. Human: A leader focusing on the human dimension is concerned about building a sense of citizenship among a much larger group of people. It is built around a process that invites much broader participation and relies on input from many others outside of the top team. The aim is to create a sense of belonging and ownership across the organization. In this situation many more people feel they can have an informed opinion about the overall strategy. They believe they have been part of its development, and that they can influence the outcome. In that sense, it is their strategy. Question 4: When is strategy making finished? Most leaders have an idea of how strategy making and time are related. The question being asked is, ? Or, is strategy something that is continually reforming itself, never quite complete or perfected but always in a state of evolution? As set out in many strategy texts, it is a set of reasonably well defined steps leading to a fully formed plan of execution. Effectively, the strategy is set for a defined time period and executed. Human: Leaders who lean to the human dimension see strategy as a continuing work in process, something that is more free- flowing, never truly complete but continuously being shaped as interactions occur with customers and competitors and as new issues and knowledge emerge from the people throughout the organization. They are comfortable circling back on key ideas and frequently will drive the strategy process to re- visit critical assumptions and, based on the insights gained, alter course. For these individuals, changes in strategy are markers of leadership success, not leadership failure. Incorporating both analytical and human dimensions. The steps described below are intended to provide the leader with techniques to do that. Taken collectively, they define a process that incorporates both the analytical and human dimensions, while challenging individuals throughout the organization to raise the quality and quantity of their strategic thinking and their strategic leadership. Standardize vocabulary and agree on a toolset. Deciding on a vocabulary is not difficult but it does need to be done with intent and with a sense of discipline. The number of terms that get used during strategy making seems at times almost endless and includes such words as Vision, Mission, Fact Base, KPI, Goal, Objective, Scorecard, Driver, Strategic Action Plan, Strategic Issue Analysis, Governing Principle, and Metric to name a few. Establishing a common vocabulary begins and ends by getting alignment around three questions, ? Why and when is it used? In many cases, toolsets come with their own embedded vocabulary. Some leaders use relatively more elaborate tools such as shareholder value add (SVA), computer modeling, and scenario planning. Other leaders tend toward simplicity. Jack Welch described his toolset as a series of 5 questions with the answers ultimately leading up to what he called . The important outcome is that the leader, as the executive leading the strategy process, needs to select a vocabulary and a toolset, use it consistently over time and require others in the senior and middle ranks of the organization to do the same. Finally, when deciding what vocabulary and toolset is best to use while working across large populations, simpler is usually better. The simpler the language and the fewer the tools, the more accessible the strategy becomes to larger groups of people and the more people can understand it, know how they should think and talk about it, and identify how they can contribute. Some situations require more sophisticated (i. The right balance point between comprehensiveness and simplicity will provide enough analytical complexity to adequately describe the marketplace, the customers, what you do and how you will compete, but nothing more than that. Simplicity, where it can be found, makes a significant difference when working across a large population. Broaden and strengthen senior managers as a strategic leadership team. Perhaps most importantly it directly impacts organizational agility because there is no broad understanding and agreement on the current strategy, so subsequent changes to the strategy make no more sense than the original agenda. Leaders can address these dynamics by broadening out the understanding and ownership of the strategy to a much larger group without sacrificing the sense of commitment at the top of the organization. Having this larger group of managers accountable for successfully defining and executing a strategy is not only critical to building winning strategies but if done in a way that includes both the analytical and the human dimensions, it is incredibly energizing for the organization. This is especially true in those cultures and organizations where the decision making is traditionally held more closely by a relatively small group of senior people. The mechanics of how to broaden the senior team will vary depending on cultural and organizational considerations. The key is to create a common context for both the . In most cases, the process creates a group of 5. Strategic management - Wikipedia, the free encyclopedia. Strategic management involves the formulation and implementation of the major goals and initiatives taken by a company's top management on behalf of owners, based on consideration of resources and an assessment of the internal and external environments in which the organization competes. Academics and practicing managers have developed numerous models and frameworks to assist in strategic decision making in the context of complex environments and competitive dynamics. Vladimir Kvint defines strategy as . Operational management is concerned primarily with improving efficiency and controlling costs within the boundaries set by the organization's strategy. Definition. Strategic planning is analytical in nature and refers to formalized procedures to produce the data and analyses used as inputs for strategic thinking, which synthesizes the data resulting in the strategy. Strategic planning may also refer to control mechanisms used to implement the strategy once it is determined. In other words, strategic planning happens around the strategic thinking or strategy making activity. While described sequentially below, in practice the two processes are iterative and each provides input for the other. Formulation ends with a series of goals or objectives and measures for the organization to pursue. Environmental analysis includes the: Remote external environment, including the political, economic, social, technological, legal and environmental landscape (PESTLE); Industry environment, such as the competitive behavior of rival organizations, the bargaining power of buyers/customers and suppliers, threats from new entrants to the industry, and the ability of buyers to substitute products (Porter's 5 forces); and. Internal environment, regarding the strengths and weaknesses of the organization's resources (i. IT systems).? Implementation results in how the organization's resources are structured (such as by product or service or geography), leadership arrangements, communication, incentives, and monitoring mechanisms to track progress towards objectives, among others. Because of this, he could not point to one process that could be called strategic planning. Instead Mintzberg concludes that there are five types of strategies: Strategy as plan . Where the realized pattern was different from the intent, he referred to the strategy as emergent; Strategy as position . The first group is normative. It consists of the schools of informal design and conception, the formal planning, and analytical positioning. The second group, consisting of six schools, is more concerned with how strategic management is actually done, rather than prescribing optimal plans or positions. The six schools are entrepreneurial, visionary, cognitive, learning/adaptive/emergent, negotiation, corporate culture and business environment. The third and final group consists of one school, the configuration or transformation school, a hybrid of the other schools organized into stages, organizational life cycles, or . Among the numerous early contributors, the most influential were Peter Drucker, Philip Selznick, Alfred Chandler, Igor Ansoff, and Bruce Henderson. Prior to 1. 96. 0, the term . He addressed fundamental strategic questions in a 1. The Practice of Management writing: . He recommended eight areas where objectives should be set, such as market standing, innovation, productivity, physical and financial resources, worker performance and attitude, profitability, manager performance and development, and public responsibility. Andrews in 1. 96. SWOT analysis, in which the strengths and weaknesses of the firm are assessed in light of the opportunities and threats in the business environment. Interactions between functions were typically handled by managers who relayed information back and forth between departments. Chandler stressed the importance of taking a long term perspective when looking to the future. In his 1. 96. 2 ground breaking work Strategy and Structure, Chandler showed that a long- term coordinated strategy was necessary to give a company structure, direction and focus. He says it concisely, . He developed a grid that compared strategies for market penetration, product development, market development and horizontal and vertical integration and diversification. He felt that management could use the grid to systematically prepare for the future. In his 1. 96. 5 classic Corporate Strategy, he developed gap analysis to clarify the gap between the current reality and the goals and to develop what he called . The experience curve refers to a hypothesis that unit production costs decline by 2. This supported the argument for achieving higher market share and economies of scale. The idea of strategy targeting particular industries and customers (i. The prevailing concept in strategy up to the 1. If you created a product that worked well and was durable, it was assumed you would have no difficulty profiting. This was called the production orientation. Henry Ford famously said of the Model T car: . The fallacy of the production orientation was also referred to as marketing myopia in an article of the same name by Levitt. This marketing concept, in the decades since its introduction, has been reformulated and repackaged under names including market orientation, customer orientation, customer intimacy, customer focus, customer- driven and market focus. It's more important than ever to define yourself in terms of what you stand for rather than what you make, because what you make is going to become outmoded faster than it has at any time in the past. Jim Collins. Change creates novel combinations of circumstances requiring unstructured non- repetitive responses; Affects the entire organization by providing direction; Involves both strategy formulation processes and also implementation of the content of the strategy; May be planned (intended) and unplanned (emergent); Is done at several levels: overall corporate strategy, and individual business strategies; and. Involves both conceptual and analytical thought processes. Chaffee further wrote that research up to that point covered three models of strategy, which were not mutually exclusive: Linear strategy: A planned determination of goals, initiatives, and allocation of resources, along the lines of the Chandler definition above. This is most consistent with strategic planning approaches and may have a long planning horizon. The need for continuous adaption reduces or eliminates the planning window. There is more focus on means (resource mobilization to address the environment) rather than ends (goals). Strategy is less centralized than in the linear model. Interpretive strategy: A more recent and less developed model than the linear and adaptive models, interpretive strategy is concerned with . It places emphasis on symbols and language to influence the minds of customers, rather than the physical product of the organization. These reflect an increased focus on cost, competition and customers. This framework came to be known by the acronym SWOT and was . Andrews helped popularize the framework via a 1. It has been empirically confirmed by some firms at various points in their history. Author Walter Kiechel wrote that it reflected several insights, including: A company can always improve its cost structure; Competitors have varying cost positions based on their experience; Firms could achieve lower costs through higher market share, attaining a competitive advantage; and. An increased focus on empirical analysis of costs and processes, a concept which author Kiechel refers to as . Further, the experience curve provided a basis for the retail sale of business ideas, helping drive the management consulting industry. By 1. 97. 9, one study estimated that 4. Fortune 5. 00 companies were using some variation of the matrix in their strategic planning. This framework helped companies decide where to invest their resources (i. He mentioned four concepts of corporate strategy; the latter three can be used together. The corporation shifts resources among the units and monitors the performance of each business unit and its leaders. Each unit generally runs autonomously, with limited interference from the corporate center provided goals are met. Restructuring: The corporate office acquires then actively intervenes in a business where it detects potential, often by replacing management and implementing a new business strategy. Transferring skills: Important managerial skills and organizational capability are essentially spread to multiple businesses. The skills must be necessary to competitive advantage. Sharing activities: Ability of the combined corporation to leverage centralized functions, such as sales, finance, etc. The growth- share matrix, a part of B. C. G. Analysis, was followed by G. E. Companies continued to diversify as conglomerates until the 1. This advantage derives from attribute(s) that allow an organization to outperform its competition, such as superior market position, skills, or resources. In Porter's view, strategic management should be concerned with building and sustaining competitive advantage. In five forces analysis he identified the forces that shape the industry structure or environment. The framework involves the bargaining power of buyers and suppliers, the threat of new entrants, the availability of substitute products, and the competitive rivalry of firms in the industry. These forces affect the organization's ability to raise its prices as well as the costs of inputs (such as raw materials) for its processes. Companies can maximize their profitability by competing in industries with favorable structure. Competitors can take steps to grow the overall profitability of the industry, or to take profit away from other parts of the industry structure. Office 2. 01. 6 for Home, Students and Professionals. Hamlib, an ambitious project to create a uniform protocol for talking to ham radio transceivers and receivers. Because JRX is written in Java, it will run on virtually any platform. JRX runs better, faster and more efficiently, on Linux than on Windows, but that's true for most everything. JRX uses a number of advanced methods to make itself easy to use. To change frequencies, you point the mouse cursor at the digit you want to change and spin the mouse wheel.

To save a frequency to memory, you just press the button a little longer (like a non- virtual car radio). Readers may wonder what purpose is served by virtualizing a radio with controls — after all, the radio already has knobs and dials. Well, JRX has 2. 00 read/write memories that are saved between program runs, it has a programmable scanner and spectrum scope, and apart from these features it is much easier to use than a typical radio. And in the case of a radio that requires a computer to control it, there's no contest — JRX is a good choice. Regular visitors to arachnoid. I wrote another virtual radio years ago named Icom. Control. It was a project with some limitations — it only ran on Windows, and it only controlled one radio (the discontinued Icom IC- PCR1. Since then I have wanted to revisit this topic and try to improve the quality of virtual radios. I think JRX does just that. System Discussion. Here's a block diagram in which JRX plays a part: Figure 4: JRX, Hamlib, serial interface, reality. Here are comments about each of these elements: JRX: Available for download on this page, GPL, open- source (source available), free. Hamlib Libraries: Also open- source, also free (more information here), and under active development. A remarkable project that is preventing a lot of duplicated effort. Serial Interface: Most modern computers use a USB adaptor for a serial interface because most computer manufacturers regard an old- style serial port as a throwback in modern times, as well as a waste of precious space on a laptop (and this view has some merit). Hamlib under Linux has no problem working with USB serial adaptors, but Windows is another story. To make a list of serial interface adaptors with which JRX should work, Google using a search string of . As to my fanciful diagram showing one serial output feeding multiple radios, this is actually feasible using the Icom CI- V interface (or one of the perfectly good knockoffs), which multiplexes a single serial port to multiple radios (and which Hamlib fully supports). I have a number of Icom radios, and I use the CI- V system with JRX (and Hamlib) to switch radios, so Figure 4 reflects reality. Installation. Before describing JRX in detail, let's deal with installation issues. Listed by platform: All Platforms: Install the most recent Java runtime engine, available here. This is necessary to run JRX, which is a Java program. If you already have Java installed but JRX won't run, chances are you need to upgrade Java to the most recent version. And upgrading Java is a good idea on general principles. Linux: Install the Hamlib libraries — the easiest way is to use a package manager. Yum: yum - y install hamlib. Apt: apt- get install hamlib. But one can also compile from source if a platform doesn't have Hamlib in prepackaged form. To run JRX, move to the directory containing this JAR file, and type. The above can be easily made part of a shell script. The installer will create an icon to run JRX. To run JRX, click the desktop icon. All Platforms: Connect a radio that's on this list to your computer by way of a CI- V / USB adaptor or another suitable interface method, power it up, and run JRX. On the JRX display, locate the radio selector drop- down list (initially it will show . If you don't have a mouse wheel, click the top or bottom of the digit you want to change. The real- world radio's frequency should change in step. JRX Source: In keeping with the spirit of open source, I offer the full JRX Java source as a TAR archive. Users are free to make their own versions of JRX to suit particular needs, but if you're thinking about distributing a derived version, be sure to read the GPL. The JRX source is organized as a Netbeans project. Receiving. Not only is JRX not like a typical hardware radio, it's not like a typical software radio either — it's better : ). JRX uses the latest human- interface technologies and ideas to be easy to use and intuitive. Most control actions involve intuitive pointing and clicking, spinning the mouse wheel, plus some actions that mimic real- world skills the user may have acquired, like changing the memory- button settings on a car radio. Choosing a Frequency. At first glance it may not be obvious how to change frequencies — there's no frequency entry window, and there are some big green frequency digits that appear to be only for display. But take a closer look — point your mouse cursor at one of the big green digits, then spin the mouse wheel. This feature works on a digit- by- digit basis, which means with practice you can move to a new a frequency very quickly. If your pointing device doesn't have a wheel, click the top or bottom of the digits to change their value. Almost as fast as a wheel. Memory Scanning. The other way to change frequencies, perhaps while hunting for a signal, is to scan. Below the green digits are some drop- down lists, arrow buttons and a . To use it, choose a scan step and speed (these controls also accept mouse wheel control), save start and end frequencies in memory buttons, click one of the buttons defining the start and end frequenies, then click one of the scan arrow buttons to start. The scan commences at the lower of the two frequency you saved, and increments using the frequency step size you've chosen. Here are some examples: Let's say it's after dark and you want to scan the AM broadcast band for distant stations: At the upper right, choose the AM mode and set the bandwidth to . The very rightmost, small, digit has units of Hertz. Choose a scan step of 1. Hz (the U. S. AM broadcast station interval) and a scan speed that's slow enough to allow you to listen for a few seconds to each scanned station. Save the 5. 40 KHz frequency in a memory button — just choose a memory button and use your mouse cursor to press it for more than one second (which saves the frequency). Now use the above tuning method to move to 1. KHz. Save this frequency in a memory button adjacent to the first. Now click the right arrow to start scanning. If the squelch is set too low, the scan won't start — raise the squelch setting to allow scanning to commence. If you hear something noteworthy, click . FM broadcast station interval) and a scan speed that's slow enough to allow you to listen for a few seconds to each scanned station. Much as above, save the frequencies of 8. MHz and 1. 08. 3 MHz in adjacent memory buttons, then click the right arrow to start scanning. Program Scanning. In the above scanning example, we defined two memory buttons for a simple scan between two frequencies (a . In this example we define more than two adjacent buttons, which creates the conditions for a . Then, before brginning the scan, click either the first or last button in the defined set (the boundaries of the set are undefined memory buttons). Then click one of the scan arrow buttons as above. To skip one of the defined memories without erasing it, right- click that button and its text will turn blue, indicating that it will be skipped during the program scan. All your memorized buttons are saved between program runs, along with many other JRX settings. Frequency Selection and scanning from a Table. Recent JRX versions have a frequency table the user can click to change frequencies, as well as scan in much the same way as with memory buttons. To access the table, select the . Frequencies may be selected by pointing and clicking the chosen frequency, or by using the up and down arrow keys once an initial frequency has been selected. To use the frequency table for scanning, select two or more frequencies, then press the . The frequencies you select don't need to be adjacent to one another in the table. To choose more than one frequency, press the control key down while selecting frequencies. To select a block of frequencies, select a start frequency, then hold the shift key down as you select the end frequency. As with the memory- button scanning method described above, if you select just two frequencies, the scan increments between the chosen frequencies. If you select more than two frequencies, the scan visits the frequencies you choose. This table is user- customizable — by default it contains frequencies I found intersting or useful, but users aren't required to share my tastes : ). The source file for the table is located on your system at (user home directory)./JRX/frequencies/default. The file is organized as a tab- separated- value (TSV) plain- text data table. This file's contents can be copied into a spreadsheet program for convenient editing, then the results can either be saved as a tab- separated- value file or the spreadsheet's contents can be copied into a plain- text document — when commanded to make a clipboard copy, most spreadsheets will write a tab- separated- value version of the spreadsheet data onto the system clipboard. When editing the table, remember that frequencies are expressed in megahertz, and don't try to rearrange the record fields or delete any of them — this will cause JRX to become confused (the names don't need to remain the same, but the field positions do).
